Asbestos Removal in Walnut Creek

Asbestos abatement in Walnut Creek, California, is what Walnut Creek Asbestos Removal does for houses, condominiums and commercial space across the city. The jobs start when an older building is opened up and one of these turns up: sprayed popcorn ceilings, vinyl floor tile on black mastic, felt-backed sheet vinyl, plaster walls, or joint compound along drywall seams.

Asbestos cannot be confirmed by eye, so every project starts from lab results on whatever the work will disturb. Under Bay Area Air District Regulation 11 Rule 2, a residence of four or fewer units needs a sample and test for five listed materials, while a larger building needs a survey by a certified consultant. Notice, containment and disposal records are then planned from those results, with the removal contractor registered with Cal/OSHA once a job reaches 100 square feet.

Census estimates put about 7,900 Walnut Creek homes in the 1960s and 9,900 in the 1970s, just over half of the city's 34,400 housing units, so sprayed acoustic ceilings are a real question here. The air district lists acoustic ceiling material among the things a small residential project must sample first. If nothing is detected the ceiling is handled as drywall work; if asbestos is found it is misted and taken down inside sealed plastic with HEPA-filtered negative air.

Asbestos floor tile and mastic removal

Resilient flooring is one of the five materials, and the district's definitions place mastic beside it as nonfriable material that stays unregulated while it is lifted whole. Tile, adhesive and sheet backing are different products, so each layer gets its own sample before a kitchen or bath floor comes up. Sanding, grinding or scraping is what turns intact flooring into regulated material, which is why a result matters before the first tile is pried.

Asbestos plaster and joint compound removal

Textured and skim-coated walls are on the district list, and its definition of friable material names joint compound among the products that can be crumbled by hand when they hold more than 1% asbestos. Around 1,800 Walnut Creek homes predate 1950, which is where plaster over lath can still be found. We scope wall work from lab results for each finish, from a few opened outlets to a gutted room.

Condo and townhome asbestos abatement

36.9% of Walnut Creek's housing, about 12,700 units, is in buildings of five or more units, and those buildings sit outside the small-residential sampling route. A project inside one unit starts from a certified survey, with the owner and, where there is one, the HOA board signing off before access is booked. Townhome rows of four or fewer units follow the sampling rule, so count the units in the building first.

Asbestos abatement before remodel and teardown

The air district wants notice before every demolition of a load-supporting structure, with or without asbestos, and Walnut Creek's demolition permit page lists the district's Acknowledgement Form among the items to submit before the permit is issued. Abatement therefore comes first, then the notice and form, then the permit. Whole-house remodels that open ceilings, floors and walls together are sampled once from the plans.

Commercial asbestos abatement

Certified surveys come before removal in offices, shops and apartment buildings, because the small-residential sampling route does not cover them.

Commercial and office asbestos abatement

In downtown Walnut Creek a tenant improvement means opening ceilings, walls and floors that may predate the current lease. The area is surveyed by a DOSH-certified consultant, a J# is filed when quantities or demolition require it, and the records stay with the owner. For commercial buildings built or remodeled from 1950 to 1980 the City's demolition page also says a PCB requirement may be triggered.

Asbestos testing and removal costs

About two in three Walnut Creek homes were built before 1980, so for most jobs the first cost is a lab test. Each range includes hired labor, materials, containment, disposal and lab fees for a typical job in Walnut Creek, Lafayette or Orinda. Expect the low figure for a small job that is easy to reach, and more toward the open top when there is more material, an occupied building or extra air testing. Condo and commercial lines are rough planning ranges. J# fees are exact amounts in their own row.

Asbestos testing

  • Testing for a small remodel, a few samples$400 – $900+
  • Air test after removal (clearance)$500 – $1,200+
What is included

A visit to sample what the work will disturb, lab results and a written report. Buildings with five or more units and commercial suites need a certified survey instead, priced in their own rows. Clearance air testing after removal is booked on its own.

What is included

This fee is charged with each J#. Demolitions always need a J#, with or without asbestos, as do removals of 100 sq ft, 100 linear ft or 35 cu ft or more; smaller removals pay nothing. Houses and other buildings are charged on different schedules. Starting with less than 10 working days notice adds the rush fee.

Our process

01

Test the materials the work will disturb

Scope decides sampling here, not a building-wide inventory. A house or building of up to four units gets samples of the listed materials the work will reach. Five or more units, or any commercial space, gets a certified consultant's survey of the affected area. Pricing and scheduling wait for the lab report.

02

Plan the containment, notice and disposal

Paperwork follows quantity. The district wants a notice and job number (J#) for every demolition, every dry removal and any regulated material at 100 sq ft, 100 linear ft or 35 cu ft. California treats friable waste at 1% asbestos or above as hazardous, so a licensed transporter is lined up when the enclosure is.

03

Clear and hand over

Before the plastic comes down the enclosure is cleaned and inspected, with clearance air samples added on jobs a consultant monitors. Paperwork stays with the owner: lab report, any J# letter and the signed waste record. Then the drywall, flooring or HVAC crew takes over.

Bay Area air district rules for Walnut Creek projects

Buildings of four or fewer units

For houses, duplexes, triplexes and fourplexes, Regulation 11 Rule 2 asks for no building-wide survey. Sampling and lab testing are required only when the work removes or disturbs resilient flooring, textured or skim-coated walls, cement siding or stucco, HVAC ducting and equipment, or acoustic ceiling material and plaster. The rule names no year, so a newer house is not exempt from those five. The district's FAQ also says an owner may take the samples with appropriate safety measures.

Condos and buildings of five or more units

Buildings with five or more units are outside that small-residential route, so the full survey in section 11-2-303.8 applies: someone certified by DOSH, with EPA building inspector coursework behind them, must sample every suspect material, nonfriable kinds included, and lab results have to be producible for the district on request. Because this reading comes from the rule text, confirm a specific condominium with the District before relying on it.

Walnut Creek homes from the 1960s and 1970s

Postwar growth and hillside neighborhoods

The 2020-2024 American Community Survey puts the median build year at 1974: 23.0% of homes date from the 1960s, 28.8% from the 1970s and 66.1% from before 1980. In houses of that age, on the valley floor or in the hills, a remodel can meet original ceilings, floors and wall finishes.

Downtown offices and condos

Roughly one home in three here is in a building of five or more units, and about 35.6% of households rent, so downtown projects can involve a manager, an HOA or a landlord as well as an owner. For commercial buildings built or remodeled between 1950 and 1980, the City's demolition page says PCB requirements may be triggered, in addition to the air district's asbestos steps; the two are separate topics and are handled on separate forms.

Asbestos removal in Walnut Creek and nearby communities

Walnut Creek Asbestos Removal works in Walnut Creek, California and in the neighboring Lamorinda towns of Lafayette and Orinda, in Contra Costa County, where one set of Bay Area AQMD asbestos rules applies. Lafayette is about six miles away by road and Orinda about ten, and both are older than Walnut Creek on average: 79.0% of Lafayette homes and 82.0% of Orinda homes were built before 1980, against 66.1% here.

Frequently asked questions

What does Walnut Creek ask for before a demolition permit?

The City requires a building demolition permit for any structure taken down, in part or in whole, applied for online. Its page lists a Bay Area AQMD Acknowledgement Form, showing the district was notified of the demolition, among the items to submit before the permit is issued, along with utility sign-offs, insurance and bond, a waste management plan and County Health approval where a well or septic system is involved.

Does my condo need a certified survey?

If the building has five or more units, the district rule points to the full survey by a DOSH-certified person rather than the sampling route for small residential buildings. That reading comes from the rule text, so confirm your building with the Air District. HOA rules on access, work hours and contractor insurance apply on top of it.

Can I remove asbestos myself?

Legally, yes: the district says an owner needs no certification to remove regulated asbestos from their own house, and it strongly advises against it. Meeting the notice thresholds, setting up negative-air containment and hiring an EPA-licensed hazardous waste transporter are all still required, which is a lot for a one-time project.

Does the City PCB rule apply to my house?

The City's demolition page says PCB requirements may be triggered if you demolish a commercial building built or remodeled between 1950 and 1980, which is not wording about houses. Whether a particular building is covered is the City's call, and PCB screening is a separate topic from asbestos; ask the City before you plan a demolition.
